Pros: absolutely nothing, Budget in Guayaquil airport did not honor the terms of my reservation wanting to charge extras for mileage and insurance doubling the rate of my reservation. I had to go to another rental agency for a vehicle.
Cons: Just honor the contract you agreed to and don't leave your patrons forced to pay double or without a vehicle. Very disappointed with Budget in Guayaquil.

Cons: When I arrived at Budget in Guayaqul i had a reservetion valued around ~$600. The person I spoke with indicated that “this is a promotional rate, the actual cost is $800” as though there was something totally acceptable and normal with bait-and-swith pricing as long as you call it “a promotional rate”. Incredibly sleazy but I had neither the time nor inclination to find alternatives, so I just figured i woukd pay the extra and hooe amex will be willing to perform a chargeback for the amount in excess of the reservation value. Subsequently, i was told that a $1000 hold would be placed on my credit card as security for damages etc, which was fine by me, and I told the genteman to go ahead. Then I see the hold go through on my phone as $1500. I mentioned this to the gentleman at the counter and he acknowledges the mistake and cancels the hold so that we can fo another fot just $1000 but still .... very very sketchy.
Based upon this experience I will definitely avoid budget in the future. They are incredibly sleazy and untrustworthy.
Another less-egregious negative was: the automobile I rented had been fitted with the most excessively sensitive, shrill, and high-strung alarm system I have ever had the misfortune of dealing with. It made dealing with the car an overall pain. If you were loading and unloading the car with the doors open it would arm itself and go off on the slightest provovation (like say: opening the glove box). the end result is if you needed to kerp the doors of the car open for lots of loading/unloading you had to keep the engine running ... which obviousky makes the car more susceptible to theft.
Another downside to budget is that they have no dedicated return lot at guayaquil. So when you return to the airport intending to drop off the car, and see the other return lots for national etc ... you end up hopelessly circling around looking for the budget lot but there isn’t one. You are meant to just park the car wherever, and go to the rental desk, at which point they call a guy to the desk to inpect your car, who must yhen run out to the lot and locate/inspect the car while you wait. This is a lenghty process, and stressful if you are trying to make a flight.
I would STRONLY recommend against budget.

Pros: Gentleman that explained the features of the vehicle and the security alarm system was courteous and helpful.
Cons: I'll stick to the facts: 1. It took them over 1.5 hours to provide me with a vehicle. 2. I booked an automatic and they didn't have any automatics in hand. (Said people were not returning cars on time - I think it was BS) 3. They discounted me $10 per day for "my troubles" _ WHAT IN THE WORLD COULD I DO IF I DIDN'T ALSO KNOW HOW TO DRIVE A MANUAL TRANSMISSION! 4. My reservation said Chevy Tahoe or similar (I chose the biggest car). I'm sorry to report that a Susuki Gran Vitara provided by Budget is NOT on the same level as a Chevrolet Tahoe. (They said it was the biggest vehicle they had). 5. They couldn't use my Citi Credit Card because it had a chip and the letters/numbers did not jet-out from the card like the old cards. They say the country had not upgraded their credit system, so I guess it wasn't their fault? Except I had no trouble using my c.c. all over the rest of Ecuador... I eneded up using my Chase c.c. which also had a chip, but the letters/numbers did jet out still. 6. Even after I purchased their insurance, which I didn't want to because my Citi c.c. covers it, they still had to take a $1,500 hold on my card... Not a problem for me, but imagine if my secondary card didn't have a high enough limit. 7. I wanted to return to the vehicle earlier and they said it was a 24 hours charge for the day regardless. I said ok, but I get to the airport and the office is close at 7am! I think they come in at 8am? Avis was open. I don't know if my experience would have been any better at any of the other companies, but my point is I won't be renting from budget any time in the future and would advise other fellow travelers to try Avis or Thifty both opened at 6:00am when I got to the airport.

Pros: The car was clean and ran efficiently for the 2 weeks we had the car. The desk staff was helpful at the airport when they finally arrived. Due to an accident not our fault, the staff was helpful in managing the complaint.
Cons: The desk was closed when we arrived at the airport to return the car. It was difficult at first to reach them.
