Only travelers who can prove that entry is for urgent family/work reasons will be allowed to enter, and they will be expected to fill in a travel certificate and provide proof.
Travelers under the age of 11 are excempt.

All passengers, including protected individual (vaccinated and individual who recovered from COVID-19) must present a PCR test. It must be written in English and the passport number of the tested person must be indicated.
All inbound international passengers must pay for COVID-19 (PCR) tests required for entry to Israel.
This may be shortened to 10 days upon the completion of two negative coronavirus tests (one upon arrival and one after 9 days of self-isolation).
Most visitors from Israel can enter New Caledonia but you need to provide a negative RT-PCR (NAAT) test taken 72 hours before departure and to isolate for 14 days
